The event is aimed at gathering high-level political representatives of EU Regions and discusses their role as key facilitators of the multilevel governance of energy transition and climate change starting from their experience as Covenant Coordinators.
During the event, some best practices in the Covenant of Mayors community will be presented in order to show how powerful multilevel governance can be in boosting local energy and climate action. Covenant Coordinators, in their role of supporting Signatories and in connecting to the national level, are key actors in this field and can play a role as catalysts of the multilevel governance of energy transition and climate change, while also helping to consolidate the Covenant initiative.
However, as there isn't a specific funding line for Covenant Coordinators, their beneficial actions are not as widespread as could be. When Regions succeed in performing their role by creating strong synergies between their current work and their role as CoM Coordinators, a virtuous circle is created. Within this framework, the Committee of the Regions has an important role in promoting and supporting multilevel governance. This experience can serve as a concrete test case of putting multilevel governance in practice.
The EU Regions for Multilevel Climate and Energy Dialogue event will also be a great opportunity for the EU Regions to discuss the implementation of the Governance Regulation and the associated draft National Energy and Climate Plans (NECPs), with a specific focus on the Multilevel Energy and Climate Dialogue.
